Driver death rate drops;
litigation spurs improvements

(02/05/2015) Greg Bentley makes the case against Stockton police who killed Misty Holt Singh, a mother of two teens, when she was taken hostage during a bank robbery and then killed when officers fired more than 600 bullets into the SUV the robbers fled in with Singh and two other hostages. Bentley, a CAOC vice president, said police violated standard police protocols and were negligent in their response to a silent alarm at the bank.
